The game freezes whenever I hold down any button for longer than two seconds. This is with an i7-4770 and a gtx 970. Rivatuner says the game runs above 60 fps, and yet the game completely locks up whenever I move.

As of now, I almost always have 60 fps.

Specs:
i7-4770
GTX 970
8 gb ram

It also may be important to have an ssd. The game had some frame stutter when I was running it off of a 7200 rpm hdd.

This game is one of my favorite fighting games of all time. If you like DC characters and being able to do cool stuff like kicking someone through a skyscraper, this game is for you.
