As much as i loved playing the other games in the series i can't recommend payday 3 in its current state.
This review is not going to be about the servers and the broken matchmaking, those will be sorted out in time.
To summarize the game quickly: The gameplay is awesome and well thought out, everything else is just plain bad.
But let's expand this a bit.

First the positive stuff.
The gameplay has a nice flow to it and i really enjoy the addition of mechanics like sliding to improve the movement.

The overhaul of specials and the addition of weak points to take them out more efficiently is cleary well thought out and opens up more ways to handle a loud heist.

It's great to see civilians now play a greater role in the gameplay as you are now able to trade them in between rounds for medical supplies and even use them as a shield to protect you from frontal attacks by the police.

The changes to stealth are well done. Too many changes have been done to the stealth gameplay for me to list them all now but in short: Stealth is way more fun and at the same time challenging now.

Now let's talk about the negative stuff.
The XP system. Where to start with this one...
At first i thought it was a joke that the only way to level up is going to be via challenges. I've been thinking and thinking to find something positive about only leveling up doing these challenges but there is simply nothing positive about this.
You could do the hardest heist in the game in the hardest difficulty and secure every piece of loot available and yet be greeted with a screen that feels like "Congratulations on beating that heist, sadly you did not shoot 200 cops with that specific pistol so no XP for you."
I am NOT completely opposed to the challenges system, it could have been a neat addition to get additional XP and/or a few cosmetics. But making it the only way to level up is simply bad.

The quantity of content.
I am fine with the amount of heist we got at the launch of the game as they are pretty well done and i do prefer a few good heists with good replayability instead of 25 heist that i will never touch again.
I am talking about the quantity of guns, masks and customization.
There are currently 17 guns available in payday 3. And 2 Overkill guns.
I am not expecting hundreds of guns like payday 2 but there is not even a single LMG in payday 3.
As for the customization of guns and masks, there is currently only a very limited amount of customization you are able to choose from. A major step down from the available content in the predecessor.
And NO, payday 2 being nearly barebone at its release does not excuse payday 3 being the same at release and having nearly no content in that regard.

Matchmaking and servers.
As i said in the beginning of the review i will not talk about the matchmaking being broken and the servers being down. Instead i will talk about matchmaking itself and the lobby system.
As Crimenet is completely absent in payday 3 there is no way to choose a specific lobby you want to play in.
Instead there is only a screen where you can choose the type of lobby you will join (Invite/friends only or Public Lobby) and the difficulty.
There is no toggle to choose from if you want to do the heist in loud or stealth. There isnt even text or voice chat in the pre-game lobby. And once you "ready" yourself there is for some strange reason no way to change your loadout and add anything to the pre-planning of a heist.
And why cant we buy pre-planning assets in the pre-game lobby?
Why is the only way to get heist specific pre planning options via finishing the heist instead of buying them like in payday 2? No way i am gonna use my valuable pre planning assets in a public lobby as the risk is simply too high that everyone just leaves and my asset is wasted.

The main menu.
The main menu looks is simply horrible. A few examples.
The loadout screen acting like its running out of space while the entire right half of the screen is free.
EVERY gun you can buy is simply thrown together into a single tab in the vendor with no way to sort them. This may work for now as there are only like 17 guns available but now imagine this game had as many guns as payday 2. it would be pure chaos and you would never be able to find anything at the vendor.
There is currently no way to sort the challenges to get an easy overview of what you could do or what challenges you could do with a specific gun. You want to know what challenges you can do with the Signature 40 to grind some levels? Yeah, good luck looking through 41 sites of random challenges to maybe find the right ones.
Why is every single heist shown in a single line at the bottom of the screen in the selection menu? Once we get more heists this is gonna be pain to scroll through the entire menu to find a specific heist.
The gun stats are shown in strange white bars that tell me absolutely nothing and give me no comparison to other guns whatsoever.
To cut this short, the entire ui looks like it came out of some mobile game and is in dire need of a complete overhaul.

There is more stuff i could talk about like the MTX shop that will come eventually and the game being online only but the points above are for me personally the biggest problems and the main reasons i simply cannot recommend payday 3 currently.
Which is kinda sad considering i was really hyped for the game.
I hope they can change that game around for the better and give us the game we were all waiting for.
