Just finished the Main story for the first time, it's amazing.
With a few tweaks you can make the game run smooth.
I removed the bloom doing this, and used Nvidia control panel to add FXAA and other things i wanted to.

GTAIV > common > data

In the data folder look for a file named "visualSettings.dat". Open the file with notepad (or notepad++ if you have that installed)

Browse and change these three values from:
misc.BloomIntensityClamp.HD 10
misc.BloomIntensityClamp.SD 10.00
misc.BloomIntensityClamp.SD.ps3 5.00

To:
misc.BloomIntensityClamp.HD 0
misc.BloomIntensityClamp.SD 00.00
