Same for Fallout 4, but I did install some community quest pack that was pretty awesome.
Not everyone has time to devote into things like Arma 3 though... ;)
As for mods, I don't know, I didn't feel the need to use them, just like in Witcher 3. In both games, I only modded for cheating (which in turns allowed me to fix bugs in Kingdom Come), so that I could focus on exploring these beautiful worlds. And I got my money's worth!
(I know many people frown upon cheating, but to hell with them. Their arguments are only valid on multiplayer games; I don't play multiplayer games, so I'm fine with cheating for my own enjoyment.)
