Well considering the above average response time Steam has to ToS violations regarding child endangerment, if the mod in question was in violation surely it would have been removed by now along with a banning of the creator. (It has not been banned proving that it is not in violation.) and I know a LOT about mods being banned (which is why i became a lawyer with ToS to protect mods against trolls like Wyblie.)
