This is about the Online portion of the game.

Don't buy it if you intend on having fun. You will be griefed as soon as you set foot in a public lobby. The following just happened to me as I was trying to deliver supplies in order to make some money (to pay the ridiculous prices in-game):

A hacker teleported into my vehicle, then kicked me out of it. He and another hacker then teleported me into a cage, under water, until I drowned. Then they stole the supplies I spent 15 minutes getting. It's impossible to defend against these losers, and they are absolutely everywhere.

"So, just report them?"
I did, but for some dumb reason you have to wait between each report, which sucks when there are at least 3 hackers in every lobby. And since some of them have a K/D of 50000:1, and are lvl4455 (both real numbers, no exaggeration), it seems like reporting them doesn't matter at all.

"So just play a closed lobby"
Then half of the activities are gone. If you want to actually play the game and not a watered down version, you need to be in a public lobby.

This one can best be summed up as; Good game, bad Fallout.

Fallout 4 has the classic Bethesda feel to it, with a large world full of places to explore and see. Post-apocalyptic Boston is wonderfully realised and is fun to explore. Combat has been massively improved over the frankly abysmal system they had in F3 (and Obsidian's FNV), and it's clear that they spent a lot of time making sure the combat was fun and engaging.

Now this is where things start to fall apart. The story is uninspired to say the least, and to make matters worse it's forced onto you, which is a cardinal sin in an RPG that's about player freedom. No matter if you create a character that you envision being a drug dealing scumbag, or someone who only cares about himself, or the Joker from Batman, the story forces you to be a loving parent seeking their lost child.

This to me is the fundamental issue with the game, if you're going to make a linear story, at least make the story engaging.

There are other problems with the game as well, such as having no skill checks (except in one of the DLCs), meaning the way you build your character is basically meaningless. The game is also fully voice acted, which you'd think would be a good thing, but no. Voice acting is more expensive (in terms of storage, and I imagine also money) meaning that there is fewer choices to make in the dialogue, because voicing a game with many branching story path eats up storage. Where as in F3 and NV you'd have 6+ different answers at any time, now there's a limit of 4, all of which are small variations of one another.

I still recommend F4, but only as an action game. The RPG part is severely lacking.
