A rather good third person action adventure. Without going into spoilers there is a shift in tone part way through the game that is jarring which then leads to a bonkers ending. Plays great on Steam Deck.

The core game play of the cards is really engrossing. Everything else that follows is a surprising delight. I will repeat what others have said, it is best to go in as blind as possible. You won't regret it.

Feels like a step back from the last game. Additional card based mechanics over simplify the government system as well as add more busy work. The District system artificially lengthens build up time for cities, as in certain stuctures require ceratin districts. Districts also make the city building more of a micro management affair in a game that emphasizes creating lots of cities. The removal of quality of life features such as production queues and automated builders (which are now consumable) makes the game more of a slog than it should be. Play Civilization 5 or 4 instead.

It's a bland retread of mechanics from Civilization 5. You are given little to nothing to differentiate the factions. You have no backstory to speak of, just names of geopolitical powers. The tech web is interesting, but you have no context to understand what you are developing. Just more numbers. I could go on, but the game provides very little feedback or context to fully enjoy what you are doing.
