It seems they have intentionally bricked being able to start and play the game from within steam. You're forced to download and use a third party launcher for the game to not hang at launch. I installed a bunch of older games and this seems to be the case for multiple titles... First the steam mobile app breaking out chat and now this? Valve, why are you making your user experience worse with every update?

Make sure the path to your Civ.exe (DX11 or DX12) files is correct:
