A masterpiece but sadly missing a crucial element that made the other MGS games so beautiful, the story. The story was never finished (THANKS KONAMI) and everything feels fairly disconnected. But this game is one of, if not, the best stealth game ever made. It's so fluid and fun. I could play the same base over and over for hours on end still finding all kinds of new ways to infiltrate the bases. But I don't think the open world was done very well. There are only a couple big bases that feel like a real MGS base and, again, it feels disconnected. I would suggest this game if you are into stealth as I have never had a stealth experience that felt as complete as this.
