Yes, this game has performance issues. Lower your monitor resolution, lower some settings here and there (I'd imagine lowering shadow fidelity would go a long way), and turn on FSR or another driver-based upscaler. I have turned my in-game resolution down from 1440p to 1080p without changing other visual settings (with FSR on) and get ~60 fps, and while I understand that this is not going to meet our modern expectations of 120 fps gaming, the mechanics of this game are much more refined and detailed than the original C:S that any performance issues are outweighed. I'm very much looking forward to performance optimizations by Colossal, and am eagerly awaiting the implementation of the Paradox Mod store/menu.

Reminds me of the SimCity 5 launch, without required online connectivity. C:S II combines many the best features of SimCity 5 with all or most of the best features of the original C:S, and I have thoroughly enjoyed playing thus far.
