The city is New York city, and in a not too distant future spread a virus among the citizens. Those infected to lose their human I, and wandering the streets like zombies. The military is trying frantically to restore peace and order, and warrior openly with those infected.

Alex Mercer is biological formskifter which is the result of research that has gone too far. He can at any time mutate parts of their body and make it best suited for the mission he must solve. Special abilities has its price, and as one of the world's most dangerous weapon is both the military and the infected out after him.
