I just start the game and I really am a fan of zoro, but is he strong in this game? Or I should play other characters first?

In the Grand Line Treasure Log fight "Fight for the Throne", where the prize is a Gold Blackbeard coin, I cannot get most "major" enemies to appear. The first few appear, and I can defeat them (typically Drake, Perospero, and Jack). After I defeat Jack, Doflamingo "appears" and heads to the land of Drought. I have to intercept him before that, or else he turns the whole battlefield Red. However, his character never actually appears, nor does any other "major" enemy on the map (Pica, Diamante, Katakuri,...

I got character pass 2 around when the onigashima pack released and it worked completely fine. I haven't played the game for a while, but launched it up recently after updating it for the legend dawn pack, but none of the Film Red or Legend Dawn characters are appearing. All the DLCs are on in the properties window, I've verified files several times, restarted steam, and even uninstalled & reinstalled the game, but nothing is working. Is there anything else I can try that might give me access to the dlcs...

Can I delete my save game? How do I do it?
