Start the game in the Information Era on a Duel size map with no City States, and let all your soldiers explore. Once you meet the other player, you'll be host of the UN with 6 delegates: 4 delegates from being a member, 2 delegates for being the host. I've tried it many times and I've always ended up as the host.
All you need to do now, is propose your Ideology to be the World Ideology; even if the AI has a different ideology, he won't be able to stop it, because you've got 2 more delegates than him. Once the World Ideology proposal passes, you'll have the 8 delegates required to win the game.
This method lets you win within 10-20 rounds. It may not be as fast as finding ruins, but it's reliable, consistent, and safe.
