The Rho beam cannon is actually more effective at digging than anything else when dual wielded and its wide beam makes it nicer to use than the vanilla mining laser but it would be nice to have a more dedicated tool. All you would have to do is make a version that fires continuously and mines background blocks but does less damage for balance. Otherwise it is fine as is as it already does a decent job of digging.
