I think it should be this
+10% damage in water
+bleeding for 5 seconds after hit
+ mini crits (or crits) on wet players
+10% swimming speed
-15% damage on dry players
-5% switch speed

these just make more sense to me.

Maybe
10% faster movement in water while active
-1hp/sec on wearer while active
After switch back the hp that gone while this weapon was active regenerate back 2hp/sec
10% slower movement speed everywhere (exept water) while active
On hit: bleeding for 2sec
20% more damage in water

20% more damage if target is wet
10 % faster movement

cons:
15% slower firing rate
deals self damage if user is in water or is wet

Maybe like this:
On hit enemies bleed for 3 seconds
-10% damage
10% slower swing speed
deals 10% more damage to debuffed enemies

Let's take advantage of the extra hands.
(+) The lobster on the fist swung snaps it's pincers after you punch, granting 2 attacks for 1.
(+) The hit is seen on the kill feed
(+) Grants mini crits on targets that are wet.
(-) 15% damage
(-) 10% swing speed
(-) no second strike if the punch crits.
Pros:+ more damage (+30% damage bonus) when you in water,jarate,gas or milk
Cons:-20% switch speed
No random crits
