But without those few mods i think it was enclave facilites and enclave focuses but still.
I guess there is a strategy which i never figured out but well im glad that there is a small change
in future it would be cool to have the tanks like different depending on your difficulty.
That has been an issue for years. It's Legion game mechanics.

Because as I kbow, if you play as reformer legion would capture damb on event and wouldn't declare war for a time
So legion declare early war because they desperatly want damb))

Yes. Skill issue was a common call.
True, the tanks are a rude punch to the face, but once you figure out how to deal with them, they're not hard.
If you want to fix all these debuffs you would have to at least be exposed by the NCR at least twice or would increase the timespan of the war by whatever timeline you wantish. I liked the warren and legion events early game but once they turned into "They get advanced weaponry" it seemed like a cheat.
