Suggestions
1. Focus tree idea: Give Grove Street something similar to the purge, for Big Smoke and Ryder, as they are both traitors in the game.
2: Towns: New townships, like Los Santos, Las Venturas, and more.
3: Mafia: In the game, the Mafia owns the casino. They will be guaranteed by the LSPD, which brings me to my 4th idea.
4: More Authorities: In Los Santos, there is the LSPD, and other police. The FIB owns a strip of Los Santos. FIB and National Guard guarantee township, and the police. And the Police guarantee the towns in their jurisdiction.

1. There will be special focus trees for Grove Street, Ballas and so on eventually.
2. The map will be expanding eventually and it will add new towns, gangs and more.
3. Basically the same as 2nd point, that will come with time.
4. Police and other same with previous points will be coming with the map expansion.
he a suggestion you may like so when done with hearts of San Andreas maby do same thing with GTA Vice City and GTA 3 and GTA 4 it just my suggestion because i love see all gta game in hearts of iron 4.
a new unit texture designs would be amazing
A special event where the country goes on full crackdown mode if gangs become too violent would be pretty cool. IDK if it would work better across the board or only for specific gangs though.

Also, maybe make the resources like steel into something more fitting, like black market contacts or something. Spin it in a way that the authorities use the resources as informants instead of actual criminal business, with focus tree titles that literally just... say that, lol.

I am thinking of eventually making cocaine and so on an actual resource that could be traded.

As fun as it sounds I probably won't be able to do that as there's a long road ahead until finishing and keeping up to date the San Andreas mod.
Add some immersion through things like events and possibly super events relating to the plot of San Andreas (Give or take what you think of super events).

To add onto the idea of cocaine, you could add certain rackets (cocaine, weed, casino, etc.) that gangs must fight over (using political power) and the more influence you have over these rackets you get certain benefits like increased production, civ factories, etc. This would all be done in the decisions menu.

To fix the problem of not being able to produce anything, you should be able to take over city warehouses and factories to get equipment.

If you take over the military cargo ship it has a mil factory, in future ofcourse these type of areas will be more.

You could add a form of money system like in the cold war mod. So rather then building and taking factories, you take over local businesses. You get tax revenue from them and buy weapons in the decision menu. You could also integrate the War on Drugs into this system as well.

Will we get the Triads faction in San Fierro? I'd really look forward to that honestly, they were always one of my favourite factions in San Andreas along with Grove Street and Los Aztecas.

Yes of course, can't confirm when as it will take a bit of a while to get to SF.

I like the idea of having one man divisions but maybe make the units more kill-able and have more realistic casualties.
