Unsure. I imagine that the text files are deleted in downloads or verifying cache material.
Also is it possible (though I haven't done research into how source games really work) that Dota checks if the text files have been modified and uses any modified files ahead of the stuff in the .vpk packs?
Incredibly sorry about that, there's nothing we can do until Valve adds .vpk modding support. Until then, there's simply nothing we can do to make the pack accessible.
Kudos for the effort and I hope this becomes an official thing.
We talked to Thor already about it as Valve had no plans to add it through STS. He gave his approval to the idea.
