Oh. found this. That probably works, right? didn't try it out as I lack the experience with modding steam games with non-steam workshop items.
Making all of SBURB into the game, however, would require it to be a standalone mod, as it replaces currency with boonbucks, but also has about 40, if not more, types of grist to store somehow, an inventory system which will be hard to duplicate, and not to mention the utter disaster it'd be to try making powers for God Tier heroes.
So if you're really serious, get on that God tier armor. If you manage it, You'll be one step closer to Sburb.
If you're not that serious, you can try making a DnD campaign about Sburb and host it on Roll20. I'd be up for GM if no one else wants to.
