Hmm. Are you using any overhaul mods? I'm not sure what it's referring to when it says 'No index header found!'.
Also, there were no other mods that got updated before I launched the game besides this one as far as I'm aware.
Are you using the stable version of the game, or the Unstable? Or the Nightly? Also, keep track of any mods you subscribed to recently, or ones that may have updated around the time your error began occurring.

Yep: draws from personal energy, like all guns in Starbound to my knowledge: after a brief pause, your bar will begin to regenerate and fill back up.
It takes energy to fire. If you use /admin, you can goof around with infinite energy and health. Another option to get infinite energy for a time is to use a staff with an Energy Field alternate spell, and to stand in it. That's a good way to boost the DPS of high-energy consuming weapons, since you can spend more time firing it.
The weapons I make aren't meant to be end-game weapons unless otherwise stated, so that they don't outclass existing assets in the game or other mods. If you want to do more damage, I would suggest outfitting armor that focuses in damage.
Note that the anvil has to be Tier 3, the Replicator, and thus able to make T4 and up items.

i have tier three and the stuff but cant find it
It wouldn't be terribly hard but it would be time consuming, actually.
I've considered making weapons with upgradeable versions you can build them to, to boost their performance or give them a different alternate ability or stat sidegrade. I'm not as up to snuff on the coding aspect, but as I learn more I can give it a try.
btw, can I have something like an upgradeable rifle? (i.e. that you upgrade from common to uncommon to rare to legendary with Upgrade modules or somefin)...
or at least an endgame rifle? Need something to waste all this aegisalt and solarium on :/
