That's the core theme and motivation of the main character. The show is both a political drama and action thriller using Mechs as the main military technology. It's a anime original complete series taking place in two seasons. Additional content fleshes out other parts, but are not required for understanding the core story.
Note however, as long as you always maintain a land connection to your capital as you expand, your provinces in a colonial region won't go colonial. Allowing the sort of gameplay as before, excluding the island regions.
Also, the multiplayer version that is avaliable also doesn't have colonies, which is the only difference from the base version.
