If that wasn't the reason, sadly the only two things are "faulty cache" and "corrupt installation".
Which both include going into some files and deleting them.
Is there any way to correct this that DOES NOT involve deleting and reinstalling the game?

In celt.7 event, there are restrictions on primary cultures and capital scope in the trigger, but the event itself is applied to "every country" which has territory in treverorum, germania inferior, boiohaemum, and rhenus. So, I was playing as Makedonia, conquered boiohaemum area, and this event converted my primary culture. Therefore, this should be modified by adding more restrictions.

Unsubscribe from the IU mod.
Open the launcher, go to playsets and remove the mod from there.
Go to All Installed Mods and hit the reload mods button next to the magnifying glass, select the checkbox to clear cache.
