The in-game editor allows to customize buildings by adding props such as trees, parking spot, or to do simple modifications like changing the colors on existing buildings, but it has some limitations, you can't do 3d modeling in it; but you can import your own 3d models.
So, in order to create an original building like this one, you'll need at least a 3d modeling software, (I use Blender), and an image editor to create textures (or organize them). Then once, the building model is created and textured, you can import it in the game, add props, tune gameplay values such as the cost, the electricity consumption... That's for the gist of it.

If you're new to 3d modeling, this won't be easy to get started, but you'll learn a lot of things
Downloading buildings assets don't mess with your savegame, if you eventually unsubscribe later, the buildings will just dissapear from your city.
It's true that some "mods" that add new type of roads and make significant changes to the gameplay may "mess up" with your savegame later as they need to changes the save files to work as intended, but a simple building like this one won't do any harm.
