Fiery dance is just difficult to hit with. I'm not sure of the use case for it unless regular quiver had a hitbox that stunned opponents so it could lead into fiery dance. The startup makes it unpractical as a punish on people trying to punish you and as a combo or raw neutral tool IMO.
Though I'd like to hear your intentions for the move or how any other players use it. Maybe i'm missing something.
