anyone can, you just need a program called pbomanager, you can open pbo files and edit or take the content in it, which is exactly how i made this retexture.

my comment was not a legal advice, but my personal opinion on the matter.
As for your example with the car, you missed the first part of my sentence, and that's what it's about. My comment was of course, in this case, about the handling of digital content and not about private property in the classic sense (buy = own).
I don't know how old you are, but when the first recording devices became available, the music industry protested and demanded a ban on copies. The legislator then denied this, but in order to accommodate the industry, it banned all commercial distribution. The games industry also wants to circumvent this and is increasingly using the "they bought it, but it doesn't belong to them" rule.
In my opinion, this means that the publishers pocket money, while the developers are increasingly unimaginative and unmotivated to develop new things because they get royalties.
In my opinion, remixes, retexturing and ports are the highest honor for a developer.
But maybe I'm wrong.
