It’s not sadly, though sometimes the missile is fast enough to hit its target before they chaff, that is if your close enough. It’s very difficult to filter chaff from new radar and still have it hit targets, if you want a full anti chaff missile I recommend investing in old radar

kind of yeah, just try and point it at something (keep in mind missiles without keep active blocks despawn within 2km)
