i apologize i couldn't help you directly, but i hope that this is able to at least circumvent the issue. you can also use the playermodel selector for other things, such as TFA vox and the hands save from session to session (you dont have to constantly select the hands over and over again)

im not sure what the issue could be, you can attempt to uninstall the addon, close gmod and do menu_cleanupgmas to make sure the addon is uninstalled and its files are removed. you can try to reinstall the addon if needed.
im really sorry if this isn't the solution you were looking for, but alternatively you can try to use different hands using a playermodel selector like this one to select different hands.

by any chance, do you have the original addons for the FG Combine Operatives, or Enhanced Combine?

booted up the game to investigate it, but no missing hands textures, are you getting any errors in the console? it could be a conflict with addons that this one is based off of

i disabled all of my playermodel's and it still is.

i'll investigate the missing texture hands right now, it could possibly be an addon conflict but i hope it isn't
