I wouldn't call it messing with the tree? Just that when your mod is added, it makes a few minor changes to their focus tree. Add a prereq "territory not tagged ERB" or whatever it is in coding terms. You've got people playing the mod for HOURS and then having their games ruined by these mechanics. lol
It's Kimball's mechanic. It ruins New Reno and Vault City games as well.
I'm not a fan of it myself as it ruins plenty of games. But I don't interfere with others trees. Unless it's causing Crashes.
No, as soon as I rejected them, they immediately declared war on me. I had to console command white peace the second it began, because it's not supposed to happen. lol
Given how they are technically justifying against New Reno, it works. Is it annoying? Yes. Just how the game plays.
Although it was my understanding they begin justifying, not just given a war goal. And I've already covered this next update.

To clarify, I’m not calling YOUR mod garbage. I’m calling the mechanic that the OWB team added garbage. It’s actually got a lot of hate on Reddit as well. The mechanic is super broken. Countries who have no business (12 divisions vs 50) demanding territory from other countries still doing it. To make it worse, in an AI VS AI scenario, some countries who are way more powerful than the other are giving them the territory anyway.

i dont get caps from playing the enclave at the Sierra army depot. (yes just called ENCLAVE). but i get caps in all other nations. i then used debug menu to give myself caps, also didnt work. my caps are always 0, even with a +9.71k/month

The ONLY way I've figured out how to deal with this without the NCR breaking your game and going to war with you is just giving them the disputed territory on pause and console commanding the states back to yourself. Just use the "setowner ERB (insert state # here)"
If you REALLY need that extra war support at that stage, where you are the master of the wasteland, I'm tempted to accuse of skill issue.
