i opend the ice 3 neo file completeley on my files, and i turned off and on the eurostar train mod. Am i doing this correctly or wrong?

content uploaded to the workshop kinda belongs to Steam i think, a little like pictures you upload to facebook. So the DB the german rail company that operates ICE (and retains the copyright to the design of the train) gave them a license to model the train and upload it to their website but not to the steam workshop for the above mentioned reason

Modwerkstatt mods cannot be moved to the workshop because they violate some rule to do with DB's copyright policy

You have a valid point. The OP could (and should) ask them to upload the mods to steam. That I agree with.

then he should ask the original author for their mods to be moved to tpf2's workshop instead of making us download files which is much more difficult than pressing the switch button on the "free game tab's mod settings".

@Octousgamer44, it's not his mod. You can't just upload someone else's mod to Steam workshop, or any other webpage without permission. Besides, the modwerkstatt site is working again.

why cant you just put the ices collection TO the workshop, that way you dont have to make things harder for us

Update: It seems that ModWerkstatt's website works again. Normally, you can now download the ICE3neo mod again. Be sure to load it before the e320's mod in your games. Enjoy!

i did not recice a security threat. how do you make this mod work because i downloaded it with the ICE velaro d train on the files.

I just checked it and it still gives me a security warning. This is what it says:
