See, my personal mod setup that I've been using when testing the specialization includes RustyDios' "[WOTC] Psionic Implants" which *explicitly* has a setting in it that handles if the psi amps/implants are hidden until Psionics get researched or not... and is set to "don't hide them" by default.
Since Implants mod is basically a newer, more configurable re-implementation of underlays I recommend you switch to that, it should let you sidestep the issue. Can't really test if this happens without underlays mod right now (quite likely it does though), and don't think I can do anything about it from the level of my mod so I'll just add a note about Implants to the description for now.

On a side note: I saw that you were using the config/comment format from my specs. No issues with that (good to see that they're actually seeing some use!), but it may be good to update the chemthrower references to the weapon types you're using. May get a bit confusing for people looking to edit the files, otherwise.
