okay toggled on the chance for pawns to not spawn with psi even if they meet the requirements.

Okay, fixed, if you see a pawn without psi, it's because their pawnkind is set with a high chance to have cybernetics, etc.

patched a typo i didn't notice until i used additional mods. will hopefully fix the other bug later today but don't have time RN

finding some pawns on my own that don't have psi, i'm thinging i know why, but i gotta come up with a good way to find them.
