Is it only effective for the original characters? I have set this mod to the top, but it seems to have no effect

This mod just add visual indicator in form of Green dots below Yellow launch dots to vanilla heroes.
Some modded heroes uses them as well but they dont require this mod.

im unsure of exactly what this does just a visual indicator or is it adding a function to abilities that wasint already there?

Mod Creators need implement it to own mods to affect modded characters.

Some mods (at least ones uploaded by me)
have these implemented already.

You at best can ask them about implementing those in feedback section of mods.
