I use a flashlight mod and it works.
Maybe you have a custom jockey model you use?

Its like a skin or sound, anyone that has this mod will see it.
Meaning they must have the mod too.
When you have mods with models,skins or sounds.
Only the person that has that mod will see or hear it.
