I wish the devs would program an AI that would make rational choices. Being effective and efficient at their work, making the most of the hand they are given.
I made the mod a while ago before I got into on_actions, you are right I should update it and do it with on_actions to add the MPs that would make it alot more compatible with other mods that change OOBs indeed!
Before the USSR didn't need any other troops than the NKVD they have to suppress Resistance and Garrison their VPs. Now they STILL build the same amount of NKVD as they did before the Update but now they also need additional Suppression Units for their occupied states! Meaning they need twice the manpower and equipment just for Suppression now...
And as Russia builds only NKVD as garrison troops this is a problem! You'll see Paradox will also fix this some time in the future I assure you!
Why would you waste resources on attachments if they likely never see combat? Especially true for a country like USSR that prefers Quantity! (Heck the AI is even set to produce outdated Rifles longer on purpose!) Other countries also do not use MP for their Defense Garrisons, against invasions/drops they don't need attachments they just need to be there. Discouraging retreats is nothing special to USSR. Many countries did it and have no MP to represent that.
You are right they were Hybrids but sadly since the new Suppression system you can't have Hybrid Units like the Russian NKVD anymore because they cannot do Suppression (secret police) and fight as Units. Its either one and since LaR they are Units only...
In-game the MP's actually provide almost as much defense as engineers. (Someone on the steam discussions claims it might be to represent blocking detachments discouraging retreats)
The NKVD themselves is also the USSR's secret police.
You for yourself can add as many armored cars in the course of the game to your template as you want! Because in general bigger suppression templates are better but the Ai will sadly never take the bigger template due to its hardcoded behavior.
My first intention was to give the Ai 20 width templates with MP so they safe on production cost but they just won't take it there is absolutely nothing a Modder can do as they didn't release the dll files for the public so noone outside paradox development studios can fix it! And their Ai developer is not working on HOI4 anymore.
THAT's not good which if you did would defeat the original intent of cheap garrison templates!

@Steahmchip Yeah well thats just the way the hoi4 template icons work sadly... They always show the icon that has the most battalions inside!
But thats not a bug and theres not really anything you can do about it! If I put 2 armored cars inside then the cost would go up quite dramatically...
USA recieved the armored car template for the 1939 start though!
I could give Sov Ger Eng Ita ♥♥♥ and Fra armored Car-templates while the others keep the cav-template and modify this mod.
I shall do that!
but for SOV GER ENG ITA ♥♥♥ FRA armoured cars would make sense for them since they have the tech and I do not see the AI build themt very often and this would be incentive!
