you do need Half Life 2 actually because if you look on games there is not too much Half life 2 props or effects and this dispenser actually an effect on Half Life 2 in short just already have standart Half Life 2 for anything

if it helps then you could make a new NPC for the civilian.

and then you could use the position they are in when they have the ration and equip them with the ration then it would make them actually have a ration.

@DidVaitel if you use the animation of the civilians interacting with the ration dispenser from HL2 and made it so that when the NPC goes near the dispenser that animation is seen, that would be the animation done.
