They also are resistant to fire and poison damage while having a shield btw.
As for the shields, do you also use "NPC Shields" with "Suppers follower healthbars" or not?

It's because it gives them 40 extra armor, making them immune.
Or are you not using it?
So you may be interested in "Difficulty+" or "Difficulty Overhaul".
Another option is for me to force the npcs armor to 95%, and increase health multiplier to 5 (was 2) (Which seems to be fine in my case)
Also, in vanilla: NPC health barely scales, only armor increases, but to 86% resistance.
This one changes all missions/bosses and more mods to tier 10, also changes a bit of the armor calculation to not give immunity.
That may also mean that the mod's bosses are not tier 10 or they are not scaling well (Pandora's Box Titans bosses are weak even at tier 10)
