I recommend getting the Quay Upgrade Tool mod. It will let you reverse directions similar to how roads work.

They also need a reason to use the quay. Think of it like a path in that way. Mine run along build up areas with a path connecting the road to the quay every 20-30 units. That gives citizens a bunch of places to get on and off the quay, and as the quay is a little faster than paths and sidewalks, they use it instead of walking along the road.
Any idea what the reason might be?
