These just change MANPOWER growth accross all nations accomplishing same thing as 3xKOST mods
Slower growth of manpower mods to take care of that.
(slower worldwide manpower growth, less divisions that can be build by you and AI hence better performance lategame)

Set supply (affects attrition) back to vanilla. The supply value already would scale properly with the increased 3x Kosts.

That is the point of the mod, 3x more stuff needed to build.

Also changes manpower to 3 times of vanilla, would have been nice to know that before trying the mod because that causes heavy imbalances between the factions.
It would be good if the devs would have some sort of option adjustment to do this!

3xKOST has been re-edited to work with Expert AI Expanded Technology which adds another 8-10 years technology to research and use
If you are just using Vanilla, or Expert AI, then mod order of $KOST$ does not make a difference,
Just subscribe and be sure $KOST$ is activated (and if using Expert AI that as well)
Only when adding mods that change same thing, then you have to decide which takes top priority in the list
As you see I'm a total noob, but learning, still I would not come close to figure this out without you, many thanks mate!
P.S Something wierd happened the arrows you mentioned did not appear, despite me managing to change the value to false, but somehow the mods rearanged themselves in the right order.
Expert AI by itself does not change units so any order in the launcher is OK,
Expert AI Tech Extended changes a couple of units and I discovered the ship equipment files hence it will cause conflict and the 3x Kost changes will not be seen on the ships. If this does not concern you, , for Tech Extended to work it must be ABOVE Kosts and Expert AI:
Expert AI Tech Extended (ships will be original cost but tech extended)
3x $KOST$
Expert AI4.0

Once you reorder mods make sure you do not hit the cancel or X out of the screen (hit OK instead) and you should be fine
If the Paradox launcher lost its ability / cannot reorder mods.
Go to the launcher-settings.json and open with a text editor: (X:.....SteamSteamAppscommonHearts of Iron IV/launcher-settings.json) and find this line:
"modLoadOrderDisabled": true,
Change it to
"modLoadOrderDisabled": false,
saved and restart the launcher it should reorder mods again.
Which one is the actual one?
Sorry about the off topic, it's somwhat related as you state mod order instructions above.
Now a follow up question comes to mind, how to change mod order?
On top in what sense?
Listed above in the game client mod list?
Activated before Expert AI?
