For the ones that have steps up: Do a path segment out from one shop. Use that as a grid or just connect it to the other shop with a non grid path. Then make a path out the door and down as steps. BPs with steps like that are always tricky to do but with a little fiddling they work.

For this BP I make a grid with the natural paths around the whole courtyard then attach the paths from the various buildings to that. The gazebo in the center has barriers so guests won't walk through it.
