Because Steam Workshop is dumb and doesn't have a "recently updated" section for mods. So if you have a less well-known mod that you haven't updated in a while and decide to update, pretty much nobody will know that it's been updated.
You can see what's been recently updated for all of your favorited or subscribed mods, but most of the people subscribed to them aren't currently playing either. For example, my Stellar Resources mod had a peak of 5000 subs, now it's down to 4000 even though it's not compatible with 2.0+.
So the only option is to entirely reupload it, and hope that it gets popular enough to move to the most popular mods in the past week page.
Oh wow, I've never seen that before. I don't think there's any way to fix that, if it's a data overflow like you say. It's likely hard coded into the engine itself.
If I ever come across a fix, however, I'll definitely put it in.

I've seen this in version 2, 2.1 and now 2.2. I did conclude it's some cap on loadable music, that's what my game would've done if I added a cap on a list! It's acting to prevent something like Pokemon Gen1 glitches, data overflow that is! There has to be a way to double the list size, not infinite, that'd be an infinite loading screen when there's 1 too much "," somewhere (It's not java, but still)! ^^
For example in my mod, the last four tracks are from X3. If the third track has a different name in those two files, it will cause the last two tracks to vanish (In the screenshots above, it would be "Peace 3" and "Tranquil 1" that would be missing).
Having all Songs of the Past, Hoi4, Spore and Pokemon SMD tracks loaded seems to glitch it out (random works, but most tracks are invisable)
