It screams ZOMBIE APOCALYPSE more than it does "Oh this is a World War 2 Era Weapon in your Zombie Game taking place in 2009."
Also picking Day of Infamy for your source of animations and audio is by far one of the best choices to make a convincing M1 Garand (that is jury-rigged to hell for a Zombie Apocalypse).

I cannot speak for the rest of the modding community, I don't mingle with them often. I sincerely doubt it's part of a conspiracy or some code of practice that keeps people from wanting to do it as you so soliloquize, more rather it's that no one cares for the idea as I do.
That being said, I recall Rex The Impaler did a rifle without an optic piece some time ago. You can likely find it if you search his workshop.
