1. Go to your Cities Skylines root directory
(usually C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines)
2. Delete every single .xml file in the root directory.
3. Start the game, re-edit settings for your mods (if you had).
4. Done. The traffic lights should reappear.
