@Kennywnorth, in the decisions you have 2 options, force migrate core pop to capital or do the same with non core (I could make it random and not capital but random in HoI4 isn't random at all)
to migrate the state has to be fully controlled by you which means it's been ceded in a peace deal or belonged to you before war ended. The deicions have name "migrate" in them so it shouldn't be difficult to find. Also they're under the economic category like all the other modded decisions so you can find it there. ^^
