I have a suggestion: Could you make it so that messages only appear when a Legendary craft is made? I get tired of seeing all the messages popping up about my level 20 pawns making masterwork things when masterwork can be quite common with this mod.

Thanks for testing that! For the second one I also tested it again, worked fine and balanced, so it is probably caused by wrong settings I had in my previous save.

The first is a bug, thanks for reporting that, is getting fixed soon.
I tested with default mod settings, built 1000 animal boxes with a lvl 20 builder and got 44 legendary ones. This is because he changed the possitilities in B19 so that it's almost, if not completely impossible for a lvl 20 builder to make something less than good, qualities are now much more consistent I've found. So no, on default it is not unbalanced at all.

In settings, after few modifications, the setting bar for masterwork have ranged from 7 to 21, which made it impossible to disable stable lower quality levels. My suggestion is to make all of the setting bars keep still and having a stable range from some low value to 21, and change the value for high levels when conflict with low-level settings.
Another thing about this mod is the probability for legendary crafting, although my setting is 5% at lv20, if I use a lv20 pawn to craft (which surpass the limit for excellent in that game), the actual chance for legendary is like more than 50%. According to your explanation down there, the actual chance for each tier of quality is original/(1-probability for all disabled), which will increase the chance for a legendary craft to a ridiculous level, even when the skill level is not high. Please fix this or it is more unbalanced than static quality plus.

I like this idea better than the static quality approach, but isn't the "superior" item quality missing from the options menu? Not really a problem, but I wanted to make sure you knew about it and I wasn't crazy.

If an unwanted quality is made, it just rerolls the quality with the default chances. So on the first roll it's 33% Bad, 34% Normal, 33% Good, and if a Bad thing comes out it just rolls again with the same chances. That happens until a wanted quality is made. I don't just make a bad thing normal.

I'm curious about the mechanics of how this mod operates. In a simplified theoretical example of unmodded quality being 33% Bad, 34% Normal, 33% Good, does this mod give 33% Bad Normal, 34% Normal, 33% Good = 67% Normal, 33% Good, or does it give 34÷(34+33)=51% Normal, 33÷(34+33)=49% Good?

The only reason ill still use Static Quality Plus B18, is due to the passion stuff i can modify/allow, AND the skill degrading changes i can do.

However, i dont like how my skill lv 20 pawns like always make legendary or in case of the +1/-1 option i have on masterwork quality all the time.

I just want a mod just like statci quality that does NOT let me spam legendary/masterwork as a standard quality. I want like excellent and superior to be the standard highest.

So i like your idea, but i dont want to give up my other options as i hate skill degrading, and like the idea (story wise) of passion gains/lost.

still people making mods like you are the reason i have anything good at all.
