I'm not sure why, but both the 6K and 8K yurts sometimes don't seem to appear naturally in my city. (I like to build a "Little Mongolia" district into most of my cities with yurts as the primary housing -- although I tend to have to place the yurts myself with Find It). It looks like it's happened to other folks, too, but I'm not sure why. I love having these in C:S, though, and they're among my favorite buildings :)

Yes, they are small enough that you may not have noticed them. But you can use any mod, for example, "plop the growables" or "RICO" for find it in game. And then plop it anywhere you want.
