There shouldnt be anything wrong with the mod, it works fine, maybe just an incompatability with the 3rd party external tool.
Sent Brent a messsage, just waiting to hear back.

Unfortunately the changes do not seem to yet allow damage values to be adjusted
Guessing that means everyone will have to edit their mods TWICE if devs actually make a point to it in future updates!

Devs changed stuff in last test update which broke all destructible mods, will fix it now and upload it as soon as finished.

some of these said they had the test branch

to save sKITzo the trouble of having to do this. HOW TO USE TEST BRANCH AND MAKE MOD WORK
Make sure you close the game before doing this.
Goto steam game library, look at games list on left side and find Scrap Mechanic
Right click on Scrap Mechanic, then select "properties" from the drop down box.
In the new window that appears click on the "Betas" tab
Click on the first input box to make drop down open and select "test" then close window.
Wait for game to update fully, then start game and the spudgun will appear in your tools and this mod will work.
If still have any issues then make sure to "verify integrity of game files"
