If you would use it with the "Real Gas Station" mod, then change with Customize It Extended mod the construction cost to 5086 and make available petroleum to fill it up.

@stjaxn used to work over in West Memphis for years, so I know where you're talking about. This one was modeled from one on Lamar and American Way though, but i'm sure there's not much difference.

Drove between Memphis and Little Rock for years. This place in West Memphis was my go to when heading back to Little Rock. My youngest is a junior at UM...next time I'm over there, I'll buy you one of those beers you mention.

I can't figure out for the life of me how to build this. I see the basics in the video (it goes so fast though) but I have no idea how to get the textured roads and all of the brushes and stuff shown in the video. Is there a tutorial anywhere?

Being a truck driver myself, by the pictures alone. I can tell you that the layout of the parking lot would be an absolute nightmare for drivers. The building and fuel island structures themselves look good though!
