Fixed the issue with the Spiral Mine not producing resources.

Adjusted the Developed world and Awaited world planetary features into modifiers and changed the building start to be more compatible with the Planetary Diversity mod.

Adjusted the upkeep for the enigmatic and loop alloy and consumer goods buildings and for their upgrades.

For the consumer goods buildings if your empire is a gestalt they will not produce consumer goods but instead provide a large amount of maintenance drones.

If your gestalt and rogue servitors they will produce consumer goods and give a smaller amount of maintenance drones.

Fixed the issue where the buildings not spawning on the planets.
Fixed the error with the start food buildings producing 1000! food.

Fixed the issue with the AI not building outposts.
Fixed the Alloy buildings not producing alloys.
Removed the base starbase for the enigmatic fortress and loop avatars, their megastructure project now costs more and builds the fortress or the avatar (depending on the path you chose). The Loop Avatar costs unity in addition to the influence cost.

Empires that have any of the Enigmatic or Loop orgin civics start with a fully developed world alongside with the enigmatic or loop buildings.

Buildings are now more expensive to build and have high upkeep costs.
The Research buildings now provide research jobs with the basic buildings prodiving 2 jobs but gaining an additional 3 jobs once their respective perk is gained.
Removed the Advanced buildings.
Added an alloy building will be adding more advanced alloy buildings along side with a consumer goods buildings.

The Mineral buildings also give strategic resources if you have said technologies researched.

Added a netural opion for machine empires, hive empires, for the final ascension perks. Also added in support for empires that become synthetic.
