Made the bars 1 pixel wider on all sides to avoid gaps

Changed the hook again (hopefully for the last time) so it gets drawn under the HUD

Changed the drawing hook again- to PostDrawHUD (it works 100% now)

Made it so it runs in a Think hook rather than a HUDPaint one
