- Synced some Wanua modifiers with regular Tribal government
- Increased passive prestige per held empires and hegemonies a bit
- Increased different faith minority vassal opinion bonus of Pluralism doctrine
- Reduced different faith minority vassal opinion malus of Righteous doctrine
- Removed additional requirements to become admin for vassals to admin realms
- Increased celestial top liege's income to treasury rate (less gold income)
- Minor tweaks to AI economic archetype triggers
- Fixed certain struggles not enabling Sell Minor Titles decision

- - Reduced ruler designer cost of Callous
- - Reduced ruler designer cost of Loyal and increased it for Disloyal (again)
- - Reduced stress gain and enemy scheme discovery chance modifiers of Paranoid a bit
- - Added natural dread bonus and increased ruler designer cost of Disfigured
- - Added some feudal/clan vassal opinion penalties to Way of the Nomad
- - Made Way of the Nomad harder to get
- - Moved some of the Pilgrim travel speed/safery bonuses to its xp track
- Removed MAA maintenance penalties from Administrative government
- Increased treasury MAA maintenance
- Made AI prioritize creating lower tier titles when hitting vassal limit
- Made AI nomads increase control while at war too (yes, again)
- Tweaked some AI values so AI hopefully gets more MAAs

- All administrative-type governments get increased amenity costs and penalties for below expected grandeur

- Increased max base combat roll to 12
- Court amenities and grandeur changes:
- - Lowered base expected grandeur and reduced it's scaling from realm size a bit
- - Reverted some nerfs to above expected grandeur modifiers
- Scheme changes (mostly secrecy):
- - Each non-secrecy focused agent now decreases scheme secrecy by 3
- - Diplomacy and Learning skills now gives a bit of scheme secrecy
- - Intrigue skill now gives a bit less scheme secrecy and the modifier is offset now
- - - This means that at <8 intrigue you get penalties instead
- - Doubled enemy scheme secrecy reduction of Intrigue skill
- - Increased base secrecy a bit
